I wonder if its true

Two questions have come to mind as I finished the rough draft of the second book in the Gravity Gone series.

First, do authors that outline their planned writing end up with a much shorter story? In my case, current word count 47,000 words. I was targeting 70,000.

Second, regarding outlined planned writing again. Do authors find story paced faster from beginning to end? I feel this way about this story so far. I feel I need to slow it down in the beginning.

I'm curious to hear back from authors.
